It is our goal to build a community-based interdisciplinary substance abuse treatement, education and prevention service delivery system in the county. Research clearly demonstrates that issues impacting substance abuse are not isolated but interconnected. An effective service system must be a public/private partnership involving multiple layers of government and community stakeholders. The STEP Network provides the vehicle for coordination, cooperation, collaboration, and commitment among, within, and between local government and the community.
